Very big weir that does need a fish pass, I did spot this in a PDF

As part of any such scheme, no work should be carried out directly within the channel
of the River Irwell during the brown trout close season. The annual close season for
non-migratory trout is the period from and including the 1st day of October to and
including the 14th day of March following. Work within the channel should therefore
take place in summer months to protect brown trout populations, spawning fish and
spawning habitat. Under the Salmon and Freshwater Fisheries Act, 1975, any person
who wilfully disturbs any spawn or spawning fish, or any bed, bank or shallow on
which any spawn or spawning fish may be, shall be guilty of an offence.

There are a few schemes already passed planning on the irwell for hydro
not one of them has a fish pass included as a condition of planning

Have you read notes to applicant No 1? Starts talking about otters and then half way changes to bats.
As if the installers will mention whether they have seen otters or bats once constyruction starts!

There is work planned to apply fish passes on the Ship Canal where the major locks are. Not too sure if they are needed, for a sea trout has already been caught in the Irwell, and must therefore have bypassed the locks. BUT, as has been said about the Settle Hydro scheme, the noise of a screw seems as if it might scare off salmon, preventing them from passing further upstream. So, the introduction of screws or other hydro-electric apparatus on the Irwell might actually prevent the re-establishment of migratory fish runs, even if the river keeps improving.
